About Us

Executive operator. Trusted partner. Built for complex environments.

AnchorPoint Rising, LLC work with leaders who are responsible for results in environments where complexity, scrutiny, and execution pressure are real.

My background is not rooted in theory or slide decks. It’s rooted in operating inside complex organizations — aligning people, processes, and controls so work actually moves and decisions hold up under pressure.

Today, I support organizations through executive operations consulting, fractional executive leadership, and executive advisory, depending on what the situation demands.

AnchorPoint Rising exists for moments when leadership must be calm, credible, and consequential.

How We Work

I work with clients in three primary ways:

  • Executive Operations & Consulting — defined, outcome-driven engagements with clear scope, timeline, and deliverables

  • Fractional Executive Leadership — embedded leadership with ongoing ownership of execution

  • Executive Advisory — structured thought partnership and decision support

Some clients start with a project. Others need sustained leadership. The right model depends on the problem — not a predetermined package.

Our engagements are structured, outcome-driven, and designed to reduce dependency — not create it.

Founder & Fractional Executive

Atisha Burks

AnchorPoint Rising was founded by Atisha Burks, a senior executive with deep experience leading complex, high-stakes organizations through periods of scrutiny, change, and constraint.

My background spans 24+ years in the federal government, serving in leadership and executive finance, operations, governance, and modernization in environments where public trust, compliance, and mission outcomes are inseparable. I am known for my ability to step into ambiguity, surface the real issues quickly, and bring both discipline and humanity to leadership decisions.

My leadership philosophy is simple: Stability creates space for progress.

Clients work with me not just for technical expertise, but for judgment — the kind developed by sitting at decision tables where the cost of getting it wrong is real.

Deep experience in government-adjacent and regulated environments

A significant portion of my work has been in and around government and government-adjacent organizations — including environments shaped by regulatory requirements, public accountability, audits, and external oversight.

I understand:

  • How decision-making works when authority is distributed

  • The importance of internal controls, documentation, and defensibility

  • The tension between mission delivery and compliance

  • How modernization and change actually land inside bureaucratic systems

This experience makes me particularly effective with organizations that operate near government, serve regulated industries, or manage public or grant-funded work.

What this means for private-sector organizations

Private-sector leaders often come to me when growth has outpaced structure — or when execution has become harder than it should be.

My government-adjacent experience translates directly into private-sector value:

  • Clear operating models instead of ad hoc decision-making

  • Stronger financial and operational discipline

  • Processes that scale without slowing the business down

  • Leadership cadence that creates accountability without bureaucracy

I help organizations bring clarity and control without importing unnecessary red tape.

Who I’m a strong fit for

  • Leaders accountable for outcomes in complex environments

  • Organizations navigating change, scrutiny, or execution breakdowns

  • Teams that need clarity and ownership—not more opinions
