About Us

AnchorPoint Rising, LLC. works with CEOs and COOs at mid-size organizations who know something isn't working but can't always name exactly what. The structure feels slow. Decisions that should be straightforward aren't. The team that got the organization here isn't necessarily the team that gets it where it's going.

The work is organizational effectiveness. That means finding what's actually broken underneath the symptoms everyone is already managing, and building the operating model, decision-rights structure, and leadership infrastructure to fix it.

Every engagement is designed to reduce dependency, not create it. The goal is an organization that works without me in the room AnchorPoint Rising, LLC exists for moments when leadership must be calm, credible, and consequential.

Some clients start with a project. Others need sustained leadership. The right model depends on the problem and not a predetermined package. Our engagements are structured, outcome-driven, and designed to reduce dependency, not create it.

  • Executive Operations & Consulting — defined, outcome-driven engagements with clear scope, timeline, and deliverables

  • Fractional Executive Leadership — embedded leadership with ongoing ownership of execution

  • Executive Advisory — structured thought partnership and decision support

Founder & Fractional Executive

Atisha N. Burks

AnchorPoint Rising, LLC. was founded by Atisha Burks, a senior executive with deep experience leading complex, high-stakes organizations through periods of scrutiny, change, and constraint.

Her background spans 24+ years in the federal government, serving in leadership and executive roles across finance, operations, governance, and modernization, in environments where public trust, compliance, and mission outcomes are inseparable. She is known for her ability to step into ambiguity, surface the real issues quickly, and bring both discipline and humanity to leadership decisions. Her leadership philosophy is simple: Stability creates space for progress. Clients work with her not just for technical expertise, but for judgment. The kind of judgement developed by sitting at decision tables where the cost of getting it wrong is real.

A significant portion of her work has been in and around government and government-adjacent organizations, including environments shaped by regulatory requirements, public accountability, audits, and external oversight. She understands:

  • How decision-making works when authority is distributed

  • The importance of internal controls, documentation, and defensibility

  • The tension between mission delivery and compliance

  • How modernization and change actually land inside bureaucratic systems

This experience makes her particularly effective with organizations that operate near government, serve regulated industries, or manage public or grant-funded work.

Private-sector leaders often go to her when growth has outpaced structure, or when execution has become harder than it should be. She helps organizations bring clarity and control without importing unnecessary red tape. Her government-adjacent experience translates directly into private-sector value:

  • Clear operating models instead of ad hoc decision-making

  • Stronger financial and operational discipline

  • Processes that scale without slowing the business down

  • Leadership cadence that creates accountability without bureaucracy

Who we’re a strong fit for:

  • Leaders accountable for outcomes in complex environments

  • Organizations navigating change, scrutiny, or execution breakdowns

  • Teams that need clarity and ownership—not more opinions
